Motor Carrier
I. POLICY
A motor carrier may obtain a trip permit for an unregistered commercial motor vehicle from either the Field Enforcement Bureau or one of its duly authorized trip permit agents. A registered or unregistered motor carrier may obtain a trip permit for an unregistered commercial motor vehicle, provided that the request for the trip permit includes the name, address, federal identification number, or social security number of the motor carrier; and the make, serial number, and state in which the vehicle is licensed. Trip permits are valid for 15 consecutive days beginning and ending on the dates specified on the face of the trip permit. Trip permits shall be carried in the cab of the vehicle whenever the vehicle is in the State, and they are not transferable between motor carriers or between vehicles. A trip permit may not be issued to any licensee who is currently suspended or revoked in any International Fuel Tax (IFTA) jurisdiction.
A motor carrier may elect to not obtain any IFTA decals for the intrastate vehicles that are tagged by the Maryland Motor Vehicle Administration since intrastate-only vehicles do not require any decals unless they begin interstate travel. Carriers that qualify as IFTA licensees, but do not wish to participate in the IFTA program, must obtain trip permits to travel through member jurisdictions according to the regulations and fees of each member jurisdiction including Maryland on any trip.
