Slot Machine Program and Inspection

I. POLICY

Effective June 1, 2011, the Maryland General Assembly mandated that the Comptroller's Office assume oversight responsibility of the slot machine program for certain non-profit organizations on the Eastern Shore. The Comptroller of Maryland issues licenses for these organizations upon approval by the Field Enforcement Bureau. Agents and inspectors conduct compliance inspections of the machines and of the organizations operating them. Additionally, agents or inspectors must be present when on-site repairs of the machines are performed to verify no tampering with meters/electronic counters occurs. The Field Enforcement Bureau is also tasked with receiving and reviewing the Annual Reports submitted by the organizations. This review is to ensure the proper disbursement of 50% of the net proceeds from the slot machines are donated to qualifying charities, as required pursuant to Criminal Law Title 12-304(c).

II. EASTERN SHORE SLOT PROGRAM

The following procedures are performed by a Field Enforcement agent, and/or inspectors and the License and Registration Unit at renewal:

• January- Order Decals.
• December and July – Bi-annual Slot Inspections.
• May- Mail out Slot Machine Renewal Notices.
• June – Annual RLD Inspection.
• May through June- Review Applications.
• Following completion of the review and approval of the applications, the necessary data is entered into the Comptroller licensing system, and decal numbers will be assigned to each slot machine. The decals will be mailed with the license to the organization.
• August – Annual Slot Report turned in to Office Administrator.
• October-Include data relevant to Slot Program in FEB Annual Report.

III. CANCELLATION

None

• Code of Maryland Regulations (COMAR) 03.10.01.01 thru 06.
