Modernizing the Office of the Comptroller

The Office of the Comptroller is undertaking a comprehensive agency-wide modernization initiative to replace outdated systems, strengthen cybersecurity, and deliver faster, more accessible service to Maryland residents, businesses, and state agencies.

These efforts advance the Comptroller’s mission to build a more equitable, resilient, and prosperous Maryland, ensuring that all Marylanders can access the services and resources they need to reach their full potential.

Modernization Goals

  • Modernize technology across the agency to improve the taxpayer experience and ensure that all Marylanders can interact with the Comptroller’s Office easily, securely, and efficiently.
  • Replace legacy systems with modern, cloud-based platforms that strengthen cybersecurity and reduce operational risk.
  • Expand the agency’s ability to collect, analyze, and publish data to better understand economic conditions, revenue trends, and equity outcomes.
  • Improve customer service by enabling self-service tools, faster response times, and more transparent case management.
  • Equip the Comptroller’s workforce with modern tools that improve efficiency, support continuous improvement, and enhance service delivery.
  • Ensure that modernization efforts support the State’s long-term goals for equity, resilience, and economic prosperity

Maryland Tax Connect

On the first day of public availability, nearly 5,000 business accounts were created, approximately 400 returns were filed, and 115 new businesses were registered.

  • Launched Maryland Tax Connect, a secure, cloud-based self-service tax portal for businesses, replacing decades-old mainframe systems. Maryland Tax Connect enables businesses to file tax returns, make payments, register a business, renew licenses, update account information, view filing and payment history, and apply for sales and use tax exemptions.
    • The portal currently supports business tax types including cannabis, alcohol, tobacco, sales and use, withholding, and admissions and amusement taxes.
  • The Comptroller will prepare Maryland Tax Connect to fully support individual taxpayers when the personal income tax module goes live in 2026.

Customer Service Modernization – MyCOMConnect 

The CRM has processed more than 800,000 taxpayer intakes, with over 600,000 resolved on the first call.

  • Implemented a new Customer Relationship Management (CRM) system, MyCOMConnect, in February 2025. MyCOMConnect allows taxpayers to submit service requests, track case status, update contact information, and access self-service tools online.
  • The agency will prioritize continued process improvements in 2026, with a targeted focus on expanding tools and support for businesses and tax practitioners.

New MarylandComptroller.gov Website

The modernization effort removed more than 9,000 outdated or duplicative web pages.

  •  Launched a fully redesigned MarylandComptroller.gov website in March 2025 to improve usability, accessibility, and transparency.
  • The new site features improved navigation, better search functionality, full mobile responsiveness, and 508 compliance. It is currently available in English, Spanish, and Chinese, with additional languages, including Korean, planned for future releases.

Unclaimed Property System – KAPS

The agency returned more than $121 million in unclaimed property to Marylanders in FY 2025.

  • Replaced a decades-old unclaimed property mainframe system with the Kelmar Abandoned Property System (KAPS) in October 2025. KAPS allows Marylanders to submit claims online, upload documents securely, and track claim status at any time.
  • Marylanders can now search for missing money, file claims online, upload documents securely, and track claim status at MarylandComptroller.gov/UCP
  • The agency will implement a new “Quick Pay” feature will automatically issue payments for claims under $5,000.

Financial Management Information System (FMIS) and Payroll Modernization

  • Initiated the replacement of the State’s 30-year-old Financial Management Information System, which serves as Maryland’s official accounting platform.
  • Vendor selection for the new system will begin in 2026, with retraining planned across more than 100 state agencies to reduce cybersecurity risk and improve financial transparency.
  • Actively migrating the State’s payroll system, which serves more than 110,000 employees, from a 35-year-old platform to Workday to improve accuracy, reliability, and reporting capabilities.

Infrastructure, Cybersecurity, and Transparency

  • Upgraded branch office infrastructure, including new fiber networks, expanded cellular coverage, and improved CCTV and Wi-Fi systems.
  • Workflow automation, future AI-enabled self-service tools, and expanded open-data initiatives are being developed to improve transparency and better serve all Marylanders.
  • Complete the expansion of agency-wide infrastructure, including new fiber networks and improved cellular service coverage throughout all facilities.
  • Continue to pursue strategic office relocations and workspace redesigns to meet customers where they are, streamline operations, and better serve the public.

Strategic Investments in Technology

Secured $5.3 million in FY 2024 and $8 million in FY 2025 from the Maryland General Assembly to support enterprise information technology modernization.

  • Hired the agency’s first Chief Information Officer to lead and coordinate all technology modernization initiatives.
  • The Comptroller’s Office will continue to invest in system security, network upgrades, and staff cybersecurity training.
