Government Affairs

The Government Affairs Division is the strategic bridge between our organization and key federal, state, and local agencies. Our mission is to advance the organization’s policy objectives, protect its operational interests, and shape public policy environments through proactive engagement, trusted relationships, and evidence-based advocacy.

The division operates across two core pillars:

  • State Affairs – Leads engagement with Maryland’s General Assembly and state agencies to shape legislation, budgetary decisions, and regulatory policy. Develops and advances the organization’s legislative package, tracks policy developments, and advises internal leadership on matters with statewide fiscal and operational implications. Maintains close working relationships with key committees, particularly Budget and Taxation, Appropriations, and Ways and Means.
  • Intergovernmental Affairs  Builds and sustains partnerships with federal, local, and regional government entities, including county and municipal leaders, federal agencies, and members of Congress and their staff. Coordinates engagement with multijurisdictional stakeholders, national trade associations, and coalitions to ensure alignment on shared priorities and unlock opportunities across government levels

The division works cross-functionally with communications, external affairs, and executive leadership to align messaging, coordinate outreach, and maximize impact. We are committed to transparency, equity, and strategic influence—and we lead with respect, integrity, and a long-term view.
